The State Purchase Contract for Spatial Imagery and Elevation Products is the central contract for Victorian State Government Departments. There is an extensive and diverse range of Imagery and Elevation Products used throughout government. Often there are opportunities for cost sharing for purchase partnering projects between agencies.

Products which are in the scope of this SPC are:

• Aerial Imagery
• Satellite Imagery
• Elevation Contours, Spot Heights, Digital Elevation Models, Lidar, Bathymetry

In addition, the lead agency DSE, provides services relating to these products including:

• Consultation with Departments
• Project and Contract Management
• Coordination of purchasing and acquisition
• Quality assurance
• Data delivery

It is mandatory for Victorian Government Departments, Victoria Police and Administrative Offices bound by the VGPB Procurement Policies to use this SPC. Statutory bodies, Local Government and other government entities also have the opportunity to use this SPC.

The Victorian Government will receive value for money through:

• Better coordination of purchasing alleviating duplication of projects
• Simplified purchasing arrangements, with a single procurement process and a contractual arrangement in place for delivery of products
• Competitive quotes from the panel of suppliers
• Cost sharing for cooperative purchase partnering projects
