The Victorian Government and has adopted a strategic approach for planning, establishing and managing whole-of-government contracts to improve value for money outcomes: State Purchase Contracts (SPC) Policy
In 2010, a request for tender was advertised for a whole of Victorian Government Contract for the provision of Probity Practitioner Services.
The Probity Practitioner Services Panel aims to facilitate the engagement of external specialist probity services to achieve best value for money in terms of price (fees), quality and service delivery.
The types of services available from the Probity Practitioner Services Panel are probity advisory and probity auditing services. The decision regarding the type and scope of the probity services required for a specific project, i.e. probity advisory, probity auditing or both will be based on factors such as:
- the complexity of the Project;
- the inherent process risk; and
- the experience of the Government team for the Project.
Where both a probity adviser and an auditor are appointed on a project different Service Providers must be engaged, which is a requirement of the current Guidelines.

The Department of Treasury and Finance has entered into this mandatory Agreement on its own behalf and on behalf of Departments and Budget Sector Agency, namely:

If at any time during the contract term, a Victorian Government Owned Entity wishes to acquire Probity Services from the Probity Practitioners Services Panel, that Entity may, by notice in writing, seek the approval of the Category Manager by completing a Deed of Confidentiality to gain access confidential information of the website.
