Whole of Government eServices Panel
What is the eServices Panel?
The eServices Panel is comprised of highly qualified suppliers that specialise in a wide range of information and communications technology (ICT) services. The panel is designed to increase the Victorian Government’s efficiency in engaging ICT suppliers.
Key service categories include:
- management;
- strategy and analysis;
- architecture and design;
- systems and solutions;
- support; and
- training.
The eServices Panel is designed for the engagement of IT Service organisations to conduct and deliver defined Services, as described in the Specification attached to the Request For Quotation. The eServices Panel is not to be used as an IT Personnel Recruitment panel nor is it to be used for the procurement of IT software, hardware or licences.
The eServices panel should be used when the engaged staff member requires the backup / support services of an external organisation and should not be used for general staffing requirements.
If a contractor is required for a specific temp role for a specific project, without the backing of an organisation to perform a function or deliverables, then the IT and Admin Staffing Services SPC is the correct panel to use
The Government Services Group (GSG) in the Department of Treasury and Finance monitors the performance of the panel to ensure the scope and nature of the services offered continue to meet government’s evolving requirements.
A second refresh of the panel was released on 3 December 2008 and has now concluded. Seventy seven existing panellists have been approved to provide additional services and 58 new suppliers have qualified for panel membership subject to finalising contracts.
Existing suppliers qualified for additional categories and new suppliers to the panel, will be able to provide their services from 1 July 2009.
There are no current plans for further refreshes of the panel.
GSG does not have a formal expression of interest for the eServices Panel and there is no provision to accept companies to the panel without a refresh process. Companies should be mindful that all Government tenders are published on the Government Tenders web site at: www.tenders.vic.gov.au
Victorian Government tenders are also published in the Wednesday edition of the Victorian Herald Sun.
Panel use is not mandatory for agencies.

eServices Online
Access to the eServices Panel is managed using eServices Online.
Government agencies can:
- search for suitable suppliers based on past performance and work history;
- view supplier details and performance reports; and
- validate engagement performance reports submitted by suppliers.
- view their own company details and record RFQ details;
- conduct an engagement self-assessment report at the completion of each engagement; and
- complete contractual quarterly reporting requirements.
Government agencies will need to apply for a user name and password in order to gain authorised access. eServices Panel suppliers will receive their username and password upon their appointment to the panel.
