The Master Agency Media Services (MAMS) contract is used by the Victorian government users to purchase media for advertising purposes. The Victorian government aggregates its expenditure to obtain considerable discounts from media suppliers. All users – big or small – benefit from these savings when they use the MAMS contract to buy media.

The contract covers all bookings, whether for major campaigns or one-off advertisements. Metropolitan, regional, interstate and even international media are available. New or emerging media or activities also fall under the contract as they arise.

MAMS is divided into three categories provided by two different service providers:

• Campaign Advertising : Mitchell & Partners, Melbourne
• Functional Advertising : Mitchell & Partners, Melbourne
• Recruitment Advertising : ZenithOptimedia, Melbourne

Who must use the contract?
All Victorian government departments, agencies and statutory authorities must use MAMS to make their media bookings.

Other Victorian government public entities, can request access to use the MAMS contract by submitting a request directly to the Category Manager, Department of Premier and Cabinet. Approval will be either granted or denied and the MAMS suppliers will be duly notified.

Other details
Creative and production capabilities are being provided by ZenithOptimedia for the development of job advertisements, and by Mitchell & Partners for other functional advertisements. Despatch capabilities are provided by both contractors at net cost.

For all other creative services, the Marketing Services Panel must be used. The panel consists of a broad range of companies that can develop communications and advertising strategies and solutions for small or large budgets. Use of this panel is a mandatory requirement.
