Marketing Online
Access to the MSP is managed using Marketing Online. Marketing Online is an enhancement from the previous MSP and has been designed to act as a central repository of information to assist in:
- searching for suitable Service Providers based on past performance and work history;
- capturing spend data
- enable Service Providers to build and maintain a corporate profile to market their services,
- monitoring Service Providers’ performance and contractual quarterly reporting requirements.
Users should familiarise themselves with the Marketing Services Panel Operational Handbook (3 MB DOC), which has been specifically designed to
- provide details on the panel and the Rules of use governing the Panel
- provide instructions on how to engage Service Providers, and
- provide instructions on how to use the Marketing Online Database
Government agencies will need to apply for a user name and password in order to gain authorised access.

Marketing Online is an access controlled web-based information system. As Marketing Online the systems contains sensitive and commercial information, access is restricted. In order to access the Marketing Online database you will need a username or password, refer to Section 2.2 of the Marketing Services Panel Operational Handbook (3 MB DOC). Contract summary
The Marketing Services Panel (MSP), State Purchase Contract (SPC) is mandatory for all Victorian Government Departments requiring the services of external advertising and communication suppliers. The MSP has been established under VGPB guidelines to ensure uniformity in purchasing advertising and communications services across the Victorian Government. The MSP streamlines the process for engaging a supplier by avoiding lengthy tender processes for each project.
